Dr. Rahul Kailas Bharati

Dr. Rahul Kailas Bharati, an eminent legal academician and multidisciplinary scholar, currently serves as the Head , Dept of Law as well as a Class I Gazetted Officer (MES, Group-A) at the Government Institute of Forensic Science, Chhatrapati Sambhajinagar, Maharashtra. With an exceptional academic background that includes a Ph.D. in Law from Savitribai Phule Pune University, LL.M., UGC-NET (Law), MBA (HR), M.Sc. (Physics), and a Diploma in Civil Engineering, he stands as a rare blend of legal, scientific, and administrative expertise. Renowned for his work in cyber law, cybercrime investigation, electronic evidence, criminal laws, forensic science, IPR, and data protection, Dr. Bharati has contributed significantly to legal academia and national capacity-building. He has trained a large number of police officers, army personnel, and government officials through prestigious institutions such as NIELIT (MeitY), Police Commissioner Offices, and various national academic and forensic agencies. His administrative foundation is further strengthened by formal administrative training from YASHADA, Pune. Dr. Bharati’s scholarly contributions include numerous research papers published in Scopus, Web of Science, and other peer-reviewed journals, along with authorship of several influential books such as Digital Forensics in the Courtroom, Decoding India’s New Criminal Laws, Cyber Law and Cyber Crime Detection, IPR in Cyber Space, and Handbook on Information Technology Act, 2000. His innovative work is reflected in two patents and two government-recognized copyrights awarded by the Government of India. A decorated academician, Dr. Bharati has received numerous national and international honors, including the Dr. Sarvapalli Radhakrishnan Distinguished Faculty Award (2023), Philip Alston International Best Faculty Award (2023), International Scholar Awards (IIJPS, 2025), International Excellence Award in Forensic Science & Youth Justice Skills (2025), Distinguished Forensic Legal Scholar Award (2024), Global Cyber Crime Helpline Award (2021), and the National Best Teacher Award (2019). His excellence is further recognized through his memberships as Fellow of the Scholars Academic and Scientific Society, Associate Member of the National Cyber Safety and Security Standards, Life Member of I2OR, and as a Certified Cyber Hygiene Practitioner under ISEA (MeitY). He is also certified by the Yoga Certification Board (Ministry of AYUSH) as a Yoga Instructor.
